A BILL FOR AN ACT

 

relating to students.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that middle and high school students are in pivotal phases of their development and may not have clear educational or career goals at their young age. Nevertheless, they are not too young to begin thinking seriously and systematically about such topics. This type of planning would clarify their thinking about important life goals. In addition, it would also facilitate the ability of the public educational system to deliver services appropriate to their primary clients, students.

In its 2004 report to the governor, the Hawaii workforce development council recommended as a priority action to "make it a requirement for middle and high school students to prepare and use education and transition plans for life after high school and to provide effective remediation to support under-prepared students as they pursue more education and training."

The purpose of this Act is to require middle and high school students in public schools to prepare and use education and transition plans for life after high school.

SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§302A-   Education and transition plan program. There is established in the department the education and transition plan program to require each student in public middle and high schools to prepare and use an education and transition plan for life after high school, to facilitate:

(1) The formulation by students of education and work-related goals for life after high school graduation and the implementation of concrete preparations designed to achieve those goals; and

(2) The provision by the public educational system of coursework, vocational training, and other such educational services designed to facilitate the progress of students towards their goals."

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2004-2005, for middle and high school students to prepare and use education and transition plans for life after high school.

SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 5. New statutory material is underscored.

SECTION 6. This Act shall take effect on July 1, 2004.
