A BILL FOR AN ACT
Authorizing the issuance of general obligation bonds and MAKING AN APPROPRIATION FOR THE sixteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $11,049,656, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005 for the purpose of capital improvements projects for the sixteenth senatorial district, as follows:
1. Aiea intermediate school
A. Electrical upgrade of campus $650,000
B. Construction of three portable
classrooms $510,000
C. Overhang for bus stop area $100,000
2. Aiea high school
A. Renovation of building J computer lab
and shop areas $255,000
B. Traffic study, design, and install of
steps and sidewalks from Ulune street to
campus $300,000
3. Waimalu elementary school
A. Expansion of school library $700,000
B. Electrical upgrade of campus and
installation of air conditioning
system in buildings D and E $500,000
4. Manana elementary school
A. Renovation of interior of library $65,000
5. Pearl City highlands elementary school
A. Electrical upgrade of campus $500,000
6. Lehua elementary school
A. Installation of air conditioning system
in buildings A and B $800,000
B. Expansion of parking lot $90,000
C. Electrical upgrade of campus $700,000
D. Correct settlement problem of building B $1,000,000
7. Pearl City high school
A. Installation of video conferencing
equipment in Pearl City high school library and
auditorium as well as in nine other schools $212,057
B. Optional three year maintenance
after warranty for all sites $263,599
8. University of Hawaii, west Oahu
A. Construction of one or two portable
buildings $450,000
B. Replace air conditioners and
perform duct work $510,000
9. Leeward community college
A. Completion of food service
renovation project $1,672,000
10. Pearl City elementary school
A. Renovation of library/media
building $1,674,000
B. Expansion of school parking lot $98,000
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2006, shall lapse as of that date.
SECTION 3. The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2004.
