A BILL FOR AN ACT

 

RELATING TO EDUCATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

SECTION 1. The department of education determines that efforts to address the public educational needs for areas with high population growth should be through the implementation of a multi-track school system. Accordingly, smaller schools have been designed and built at Kapolei elementary and middle schools, Mililani middle school, Holomua elementary school, and Waikele elementary school as a means of managing the overcrowding of schools. There is a future projection for Kapolei high school to convert to a multi-track school.

While the establishment of a multi-track school is an attempt to accommodate a larger student population than the campus was designed for, it has imposed tremendous sacrifices upon those affected communities. The multi-track school system has saved the State of Hawaii a substantial amount of revenue. However, the multi-track models have caused disruptions to learning and family life for students, parents, faculty, school administrators, and staff.

With this realization, the legislature reaffirms its commitment to multi-track schooling, and directs the department of education to provide less disruptive and more effective means for multi-track schooling.

The purpose of this Act is to provide funding for the staffing and facilities needed to ensure that the intent of multi-track schooling approach does not result in lesser quality education for communities with high population growth.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2004-2005, for staffing and facilities needed to ensure that the intent of multi-track schooling approach does not result in lesser quality education for communities with high population growth.

SECTION 3. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2004.
