A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature provided funding for the design of a new building to house classrooms for Hana elementary and high school in the 2003–2004 state budget. The governor is proposing funding for the construction of this classroom building in the 2004–2005 state budget. There is also a pressing need for a new administrative building at Hana elementary and high school as well. Neither has yet been built. Due to the remote location of Hana, it would be more cost effective to build both buildings at once than to build them at different times. The legislature finds that there is a dire and immediate need for both of these new buildings at Hana elementary and high school.

The purpose of this Act is to authorize the issuance of general obligation bonds for the design, construction, and equipment of a permanent administrative building for Hana elementary and high school.

SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $4,980,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005, for the following project at Hana elementary and high school:

Design $ 350,000

Construction $4,600,000

Equipment $ 30,000

TOTAL $4,980,000

SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 4. The sum appropriated shall be expended by the department of accounting and general services for the purpose of this Act.

SECTION 5. This Act shall take effect on July 1, 2004.
