A BILL FOR AN ACT

 

Making an appropriation for the Honomalino irrigation system In the big island.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the South Kona region is susceptible to long droughts that cause major crop losses to the macadamia nut farms and other small diversified farm crops. The South Kona economy is heavily dependent on the macadamia nut production, and without a reliable agricultural water system the crops will continue to suffer grave economic damage. Initial planning stages of this project have begun and indicate a viable benefit-to-cost ratio.

The purpose of this Act is to appropriate moneys to build the Honomalino irrigation system to prevent crop losses in the South Kona region of the Big Island.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $750,000, or so much thereof as may be necessary for fiscal year 2004-2005, for planning and constructing the Honomalino irrigation system in Kona, Hawaii.

SECTION 3. The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2004.
