A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. In October 2001, Pat and Richard Endsley started the "Wednesday is Tutoring Day in Lahaina" literacy project at Lahaina intermediate school, beginning with twenty one volunteer tutors and fifty five sixth- and seventh-grade students. Students' test results showed improvements for eighty seven per cent of the students evaluated, with the improvement in reading ability ranging from three to ninety one per cent. March 2003 test results showed an average reading level improvement of two years and one month for the sixth-grade students at Lahaina intermediate school and an average reading level improvement of one year and three months for the seventh-grade students tested. The legislature finds that the "Wednesday is Tutoring Day in Lahaina" literacy project is a cost-effective, results-oriented program that should be supported.

The purpose of this Act is to appropriate funding to support and expand the "Wednesday is Tutoring Day in Lahaina" literacy project in Lahaina complex public schools.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $12,000, or so much thereof as may be necessary for fiscal year 2004-2005, to support the "Wednesday is Tutoring Day in Lahaina" literacy project in Lahaina complex public schools.

SECTION 3. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2004.
