A BILL FOR AN ACT
RELATING TO vice principalS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. As the role of principals in the department of education evolves over time, an ever larger amount of tasks related to facilities, paperwork, and other logistical matters are being delegated by them to vice principals, educational officers, business managers, and other subordinates. Unfortunately, not all public schools even have vice principals. The current allocation of vice principals is one for every five hundred and fifty students. This ratio can still all too often render principals overworked and less effective than they could be as leaders of their learning communities. With added responsibilities at school sites and the need to encourage high standards, leadership needs to be available.
The purpose of this Act is to provide one permanent vice principal position for every four hundred or more students at every public school.
SECTION 2. Section 302A-605, Hawaii Revised Statutes, is amended to read as follows:
"§302A-605 Principals and vice-principals. (a) Principals shall meet the department's certification requirements and shall have not less than five years of appropriate school-level experience of which at least three years shall have been as a teacher.
(b) Vice-principals shall meet the department's certification requirements and shall have appropriate school-level experience as determined by the department.
(c) On a case-by-case basis, the department may waive the certification requirements and school-level experience for vice-principal candidates with appropriate administrative experience. The department shall establish criteria and reasons for waivers pursuant to chapter 91.
(d) There shall be at least one permanent vice principal position at every department of education school with four hundred students or more. For every additional four hundred students, an additional permanent vice principal position shall be added."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2004-2005, to provide one permanent vice principal position at every department of education school for every four hundred students.
SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 5. New statutory material is underscored.
SECTION 6. This Act shall take effect on July 1, 2004.
