THE SENATE

S.B. NO.

2643

TWENTY-SECOND LEGISLATURE, 2004

STATE OF HAWAII

A BILL FOR AN ACT

RELATING TO MILITARY INSTALLATIONS.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the United States Department of Defense is about to undergo another military base realignment and closing review in 2005. Conspicuously, Fort Shafter has not been mentioned as a recipient of the recently well publicized massive federal military base spending that is to flow into Hawaii over the next decade.

While the State does not seek or encourage any military base realignment or closing, the geographic location of Fort Shafter, especially the "Shafter Flats" area, makes it very desirable for future industrial development due to its proximity to the Mapunapuna, airport, and Sand Island industrial areas.

The purpose of this Act is to direct the department of business, economic development, and tourism and the adjutant general to initiated discussions with the proper authorities relating to any future plans for Fort Shafter.

SECTION 2. The department of business, economic development, and tourism and the adjutant general shall initiate discussions with the proper authorities in the United States Department of Defense to determine any future plans relating to the possible realignment or closing of all or any portion of Fort Shafter on Oahu.

SECTION 3. The department of business, economic development, and tourism and the adjutant general shall report the results of their discussions with the United States Department of Defense and any recommendations to the legislature twenty days before the convening of the regular session 2005.

SECTION 4. This Act shall take effect upon its approval.
