A BILL FOR AN ACT

 

relating to dental services for pregnant women.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that it is crucial for pregnant women to obtain dental services in order to improve pregnancy outcomes, including reducing the incidence of premature and low birth weight babies, heart attacks, strokes, and system-wide infections for pregnant women.

The legislature also finds that those pregnant women who cannot easily afford to obtain such dental care are not covered under the QUEST program in Hawaii. The purpose of this Act is to require the QUEST program to cover certain dental services for pregnant women in Hawaii.

SECTION 2. QUEST; dental services for pregnant women. (a) The department of human services shall amend dental services coverage under the QUEST program to provide the following services for pregnant women beginning on July 1, 2004:

(1) Oral examination;

(2) Diagnostic x-rays;

(3) Prophylaxis;

(4) Gross debridement;

(5) Scaling and root planning; and

(6) Extractions and restorations for decayed teeth that compromise gingival health.

(b) The director of human services shall adopt rules pursuant to chapter 91 to implement this Act.

SECTION 3. This Act shall take effect upon its approval.
