A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR A GRANT-IN-AID TO THE ALA WAI WATERSHED ASSOCIATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that there exists in the State a need to improve the landscaping, access, and stabilization of the banks and watershed of streams discharging into the Ala Wai Canal. The Ala Wai Watershed Association has been instrumental in addressing this need. The tax exempt, nonprofit Association has leveraged state funds, together with community resources to maximize the benefits to Ala Wai Watershed projects.

The legislature also finds public support for the Association's work in reducing erosion, stabilizing water banks, and improving access to trails in the watershed, and therefore declares this Act in the public interest.

The purpose of this Act is to provide a grant-in-aid to the Ala Wai Watershed Association.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $400,00, or so much thereof as may be necessary for fiscal year 2004-2005, for a grant-in-aid to the Ala Wai Watershed Association for the following:

(1) Plans and construction for retention basins for discharges into Manoa and Palolo streams. This project is in accordance with the Ala Wai Canal Watershed Improvement Project Management and Implementation Plan $250,000

(2) Reducing erosion and improve vegetative cover in the conservation district $150,000

SECTION 3. The sum appropriated shall be expended by the department of land and natural resources.

SECTION 4. This Act shall take effect on July 1, 2004.
