A BILL FOR AN ACT

 

relating to recycling.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 342G, Hawaii Revised Statutes, is amended by adding a new section to part IV to be appropriately designated and to read as follows:

"§342G- Recycling and waste reduction plans and implementation for state government offices and buildings. (a) The office shall ensure that all state government agencies create and implement mandatory recycling and waste reduction plans for all state government buildings and offices. State plans, provided by each state department, including the University of Hawaii, shall be completed by June 2005 and implemented by December 2005.

(b) The state plans shall include the following:

(1) A listing of mandatory recyclable materials that shall include cardboard, plastics, glass, green waste, metal, newspaper, office paper, storage batteries, and waste oil;

(2) Established waste diversion goals of fifteen per cent within one year and twenty-five per cent within two years of implementation;

(3) Department reporting systems that document the department's efforts in meeting its goals; and

(4) Recognizing market conditions, efforts to establish relationships with the recycling industry and private sector to maximize recycling efforts and open new markets."

SECTION 2. New statutory material is underscored.

SECTION 3. This Act shall take effect upon its approval.
