A BILL FOR AN ACT

 

making an appropriation for the creation of a criminal enforcement team to combat illegal dumping.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the laws against illegal dumping are well written and well intentioned. However, without the manpower to properly enforce the laws they are useless and illegal dumping will continue throughout the islands.

The purpose of this measure is to appropriate funds for the department of health to create a criminal enforcement team through the attorney general to crack down on illegal dumping.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2004-2005 for the purpose of establishing a criminal enforcement team to investigate, prosecute, and otherwise combat illegal dumping. All personnel shall be hired by the attorney general subject to the approval of the director of health.

SECTION 3. The sum appropriated shall be expended by the department of the attorney general for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2004.
