A BILL FOR AN ACT

 

Relating to teacher's aides.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Reading is a basic skill required for success in learning academic skills in order to maintain progress in school as well as to be prepared for life's continual learning tasks. Grade three is an important grade level for achieving the standards for reading prior to testing required by the No Child Left Behind federal legislation. Children learn at differing rates and many require small groups and/or individual instruction in order to understand the code embedded in the reading process. If class sizes at grade three are increased by seven or more students per classroom, educational aides would be an efficient and effective way to provide the opportunity for a variety of groupings to meet the needs of students and improve their success in learning to read.

The purpose of this Act is to establish a three-year pilot program on Kauai to make available a half-time teacher's aide in every department of education school.

SECTION 2. There is established in the department of education a teacher's aide pilot program of three years in length which shall make available a half-time teacher's aide for each third grade classroom in department of education schools on the island of Kauai.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2004-2005, for the teacher's aide pilot program on the island of Kauai.

SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2004.
