A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. In grade three in public schools, the teacher-to-student ratio increases from 1-to-20 to 1-to-26. In the K-2 teacher allocation, additional part-time teachers and/or aides are added when the 1-to-20 ratio is exceeded in those grades. A similar type of support should be afforded to those students in grades three to five.

The purpose of this Act is to require that additional part-time teachers and/or aides be added when the 1-to-26 ratio is exceeded in grades three to five in department of education schools.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2004-2005, to hire additional part-time teachers and/or aides when the 1-to-26 ratio is exceeded in grades three to five in department of education schools.

SECTION 3. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2004.
