A BILL FOR AN ACT

 

relating to vice principals.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. A key element of any effective educational system is that it be led at the school level by competent principals and vice-principals. One means of establishing this competency uniformly throughout the entire public education system is through certification. The department of education currently has the authority under section 302A-605, Hawaii Revised Statutes, to "waive the certification requirements and school-level experience for vice-principal candidates with appropriate administrative experience." Although this flexibility should be preserved, such waivers should be limited in duration.

The purpose of this Act is to limit the waiver of the certification requirements and school-level experience for vice-principal candidates with appropriate administrative experience to a period of no longer than five years.

SECTION 2. Section 302A-605, Hawaii Revised Statutes, is amended by amending subsection (c) to read as follows:

"(c) On a case-by-case basis, the department may waive the certification requirements and school-level experience for vice-principal candidates with appropriate administrative experience[.], provided that any such waiver shall not exceed a period of five years. The department shall establish criteria and reasons for waivers pursuant to chapter 91."

SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
