A BILL FOR AN ACT

 

authorizing the issuance of general obligation bonds and making appropriationS for AN ADOLESCENT RESIDENTIAL TREATMENT FACILITY, improvements to the antone vidinha stadium complex, waimea high school district swimming pool, and A TRANSITIONAL RESIDENTIAL TREATMENT FACILITY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $3,310,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005 for the following projects for the department of education, department of health, and department of human services to include capital improvement projects to county of Kauai facilities in their respective budgets.

SECTION 2. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2004-2005:

1. To be expended by the department of health/department of human services:

A. ADOLESCENT RESIDENTIAL TREATMENT FACILITY $560,000

Currently, Kauai does not have a residential treatment facility. There are two groups working on adult residential treatment facilities, but no one is working on an adolescent residential treatment facility. A residential treatment facility on Kauai will provide more family support for the adolescent drug abuser.

The land area consists of approximately two acres located at the Old Hanapēpē Humane Society Site, which was used for pets by the county of Kauai under an executive order. The executive order is being changed so that the property may be used as an adolescent residential treatment facility.

There are three buildings proposed for the site. The existing facility consists of two buildings that are being renovated for an administration area and meeting area. The second building will be proposed for activities and community bathrooms. The three moved buildings will be clustered to provide a total of twenty-four beds.

2. To be expended by the department of education:

A. REGIONAL STADIUM COMPLEX $1,050,000

ANTONE VIDINHA STADIUM COMPLEX – Phase II

(Baseball Lighting/Grandstand Improvements -$800,000)

Adjacent to the existing stadium, approximately ten acres of land was dedicated to the county of Kauai recently and was removed from agricultural use (cane land) for the development of phase II. Phase II will be completed in two increments with increment I to include design and construction of the baseball field lighting, design, and grandstand improvements. Phase II, increment II will include design and construction of on-site utilities, site grading, drainage installation and landscaping, tennis court design and construction, comfort station, pavilion, and design for multi-purpose gymnasium/arena. Phase III will include the construction of a multi-purpose gymnasium/arena. These improvements are estimated to be built over the next six years.

B. WAIMEA HIGH SCHOOL DISTRICT SWIMMING POOL $700,000

This project consists of restoring and renovating a thirty-three-year-old swimming pool to comply with department of health requirements. Renovations and improvements are needed to comply with health and federal regulations. The scope of work consists of the following: replacing the entire plumbing system; replastering pool shell; remodeling chlorination room; replacing diving boards and ladders; installing handicap ramp and lift; and installing a new chlorination system, new bleacher seating, and perimeter fencing. The Waimea swimming pool is utilized by hundreds of students from Waimea high school for their physical education and athletic departments. Community areas that use the pool range from Kalāheo to Kekaha. Currently, the Waimea pool is the only county pool available for public use on the west side of Kauai.

C. transitional residential treatment facility $1,000,000

The transitional residential treatment facility is another important aspect of the capital improvement projects. When drug users are released from prison or drug rehabilitation, the community may not readily accept them, and they must live with the stigma of being "ex-cons". Learning to live in the community with no positive support can be overwhelming and may lead them back to old habits instead of going to Narcotics Anonymous, counseling, job training, and self-esteem classes. The proposed land area is approximately fifteen to twenty-five acres, so clients can engage in agriculture activities. Many ex-offenders expressed a need for a "one-stop" site where job training, financial aid, childcare, health treatment, counseling, rent subsidy, and other support services could be housed. Basically, they are looking for a safe place to go. Some recreational services, Narcotics Anonymous, and mental health program could be provided.

SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2007, shall lapse as of that date.

SECTION 4. The sum appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2004.
