A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Sunset Beach elementary school is thirty years old this year and the administrative building is still a temporary portable. This small and inadequate building has made it necessary for school support services to be spread throughout the campus. The present office does not even allow for truly private conversations. Consolidation of support services would allow for classroom use of portables to serve the growing student population. The purpose of this Act is to appropriate funding for the design and planning of a permanent administrative building for the Sunset Beach elementary school.

SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $10,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005 for the following project for Sunset Beach elementary school:

1. Design and planning, Sunset Beach elementary school

Design and planning of a permanent

administrative building, Sunset Beach

elementary school $10,000

SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 4. The sum appropriated shall be expended by the department of accounting and general services for the purpose of this Act.

SECTION 5. This Act shall take effect on July 1, 2004.
