A BILL FOR AN ACT

 

authorizing the issuance of general obligation bonds and mAKING AN APPROPRIATION FOR CAPITAL IMPROVEMENT PROJECTS IN THE ELEVENTH SENATORIAL DISTRICT.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $8,356,440, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005 to finance the following capital improvement projects in the eleventh senatorial district:

1. Roosevelt High School, Honolulu

A. Design and construction of handicap ramps.

(1) Drop-off and school evacuation areas on Nehoa and Mott-Smith Street side of campus.

(2) Stadium accessibility (ramps leading to the bleachers and around the stadium).

Plans, design, and construction 20,000

B. Design and construction of security fences around the rear of the campus to increase security and safety of the school campus and deter trespassers from entering the campus.

C. Design and construction of air conditioning system to "A" Building in order to provide an environment conducive to learning.

Plans, design, and construction 750,000

D. Ground and site improvements to the Multi-Purpose Patio fronting "A" Building to increase the seating area for lunch, school functions and meetings, and improve safety for students and teachers.

E. Design and construction of a Multi-Athletic Track Complex in the stadium to serve schools in the Central Honolulu district with an American with Disabilities Act-compliant stadium venue.

2. Stevenson Middle School, Honolulu

A. Retaining wall at Auwaiolimu Street (Phase 1) to ensure campus and public safety.

B. Campus safety and walkway improvement to provide safe access to and around campus.

C. Renovate administrative offices to include air conditioning, additional offices, and storage space to allow for an efficient working environment.

D. New fencing at tennis court to ensure safety of players, spectators, and others on campus.

E. Twenty cafeteria tables to provide pleasant communal eating environment for students.

3. Lunalilo School, Honolulu

A. Renovation of all school classrooms, previously requested, approved, and scheduled to begin fiscal year 2003-2004.

B. Electrical upgrade for school to meet current and future electrical needs and to accommodate increase in technology equipment usage and air conditioning.

4. McKinley High School, Honolulu

A. Electrical system upgrade for school to accommodate current use and future needs and to accommodate increase in technology equipment usage.

5. Washington Middle School, Honolulu

A. Upgrade of school public address system to be able to communicate on a school-wide level for emergency purposes and as needed.

6. Lincoln Elementary School, Honolulu

A. Design and installation of air conditioning units in all thirty-five classrooms to provide environment conducive to learning.

B. Install safety surfacing for kindergarten playground equipment to minimize injuries.

C. Install sprinkler system to school field area and yard near parking lot in order to efficiently maintain lawns and provide an ongoing pleasant and healthy environment for students.

7. Queen Kaahumanu Elementary School, Honolulu

A. Design and construction of a teacher parking lot along Piikoi Street with fence enclosures to promote public safety.

SECTION 2. The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2004.
