A BILL FOR AN ACT

 

making an appropriation for department of education personnel.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that public school teachers experience unreasonable delays in the processing of their reclassifications upon qualification for a high class of service, which consequently results in a corresponding delay in the receipt of their salary increases. The legislature further finds that this delay is largely due to the lack of adequate staffing of the department of education personnel necessary to process such reclassifications. The legislature determines that adequate staffing is necessary to ensure that these teachers are being reclassified and paid their salary increases in a timely manner. The purpose of this Act is to appropriate funds for personnel clerk positions within the department of education.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2004-2005, for the department of education to fund 10.0 full-time positions in the specified divisions as follows:

(1) The certificated personnel management division of the office of human services:

(A) 2.0 full-time personnel clerk positions for certificated employees for teacher recruitment, employment, and certification;

(B) 4.0 full-time personnel clerk positions for certificated employees for teacher reclassification; and

(C) 2.0 full-time personnel clerk positions for certificated employees for records and transactions; and

(2) 2.0 full-time personnel clerk positions for certificated employees for the payroll department of the administrative services branch of the office of business services.

SECTION 3. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2004.
