A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the sum of $120,000, or so much thereof as may be necessary for fiscal year 2004-2005, to enable the parents of strong-willed or out-of-control adolescents to change their childrens' destructive behavior through effective prevention and intervention techniques; provided that:

(1) This activity shall be named the "parent project" and shall be administered by and coordinated through the department of education's parent-community networking center program (program identification code 46793);

(2) This Act shall not be construed to authorize an increase in the current number of funded parent-community networking center schools allotted to each departmental school district;

(3) The department of education shall give first priority to upper elementary and middle school grade levels, and second priority to high school grade levels, in order to emphasize early prevention and intervention; and

(4) Moneys may be used for parent facilitator training, facility rental, stipends, and such other costs related to the implementation of the parent project as may be authorized by the superintendent of education.

SECTION 2. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2004.
