A BILL FOR AN ACT

 

relating to School work-study.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§302A-   School work-study program. (a) There is established in the department a school work-study program to provide students with paid work experience and employers with reliable entry-level workers for the operation of:

(1) School work-study business ventures and other learning opportunities that provide students with paid work experience and employers with reliable entry-level workers; and

(2) Necessary student-employer support programs, including programs for the supervision, screening, training, and transportation of student-workers, and the monitoring of their employers.

First priority for participation in the school work-study program shall be given to students with a disability who are eligible for post-secondary transition services, regardless of grade level. Second priority shall be given to students who are pursuing specific programs of study at learning centers, regardless of grade level. Third priority shall be given to students in the twelfth grade. Fourth priority shall be given to students in the eleventh grade. Fifth priority shall be given to students in the tenth grade.

(b) To provide school work-study experiences for the greatest number of students possible, job sharing arrangements shall be encouraged whenever possible. Section 302A-430 shall apply to the school work-study program to the same extent that it applies to the work-based learning program authorized under section 302A-429. The superintendent may expand the school work-study program established under this section with the work-based learning program authorized under section 302A-429 if such a merger would be advantageous to both programs.

(c) Students participating in the school work-study program shall be covered under chapter 386, whether they are working for a state agency or a private organization."

SECTION 2. New statutory material is underscored.

SECTION 3. This Act shall take effect on July 1, 2004.
