A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that although funds were appropriated to the department of health for drug treatment, counseling, and intervention services for children and adolescents at Radford high school, the funds were limited to September 2003 through June 2004. There exists a critical need for drug treatment, counseling, and intervention services at Radford high school for subsequent years. There has been an increase in the number of students who have been identified or suspended under section 302A-1134.6, Hawaii Revised Statutes, for substance related issues or possession.

The teen care program operates many substance abuse treatment, counseling, and intervention programs in the high schools. Radford high school, which began teen care services effective January 2004, has also seen an increase of substance abusing students. Further, because of funding restrictions imposed by the department of health, the teen care program at Radford high school will terminate June 30, 2004. Experts agree that treatment, counseling, and intervention is more effective when received at a younger age, or at the outset of substance use.

The purpose of this Act is to appropriate funding for substance abuse treatment, counseling, and intervention services to certain substance-abusing children and adolescents at Radford high school by teen care.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $90,000, or so much thereof as may be necessary for fiscal year 2004-2005, for substance abuse treatment, counseling, and intervention services to certain substance-abusing children and adolescents at Radford high school by teen care.

SECTION 3. The sum appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2004.
