A BILL FOR AN ACT
RELATING TO THE LEGISLATURE.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The Hawaii Revised Statutes is amended by adding a new section to be appropriately designated and to read as follows:
"§ - Legislative fiscal notes. (a) A fiscal note shall be attached to all legislation that is introduced or changed by the legislature that appropriates money, including legislation that requires budgetary consideration but lacks a specific appropriation request.
(b) Any bill that requires, but lacks, a fiscal note shall not be accepted for processing by either clerk of the senate or the house of representatives.
(c) A fiscal note that is attached to a bill that is amended in legislative committee shall reflect the changes in the fiscal note, as necessary.
(d) For the purpose of this section, "fiscal note" means an explanation of the fiscal impact of the bill to which the fiscal note is attached on the amount of appropriations in totality, on a yearly basis, for current and future spending."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
