A BILL FOR AN ACT

 

relating to FIREARMS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 134, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§134- Ammunition purchase; proof of registration. (a) No person shall sell ammunition for any firearm unless the purchaser first demonstrates that the purchaser is the registered owner of the firearm for which the ammunition is to be purchased. Presentation to the seller of the registration issued pursuant to section 134-3 together with government-issued photographic identification, such as a driver's license, a certificate of identification issued pursuant to section 846-30, a military identification card, or a United States passport, shall be sufficient to demonstrate that the purchaser is the registered owner of the firearm for which the ammunition is to be purchased.

(b) This section shall not apply to ammunition purchases by federal, state, or county law enforcement officers, by procurement officials purchasing ammunition as part of the official equipment of any federal, state, or county law enforcement agency, or by law enforcement officers on official assignment in Hawaii from any state that by compact permits law enforcement officers from Hawaii while on official assignment in that state to carry firearms without registration."

SECTION 2. New statutory material is underscored.

SECTION 3. This Act shall take effect upon its approval.
