A BILL FOR AN ACT
relating to the restoration of full funding for healthy hawaii initiative from the tobacco settlement funds and appropriating funds for healthy start hawaii.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that pursuant to Act 200, Session Laws of Hawaii 2003, moneys from the tobacco settlement fund, previously earmarked to fund programs under the healthy Hawaii initiative, were redirected to fund the purchase of healthy start home visit services, which had previously been funded through the general fund. The legislature further finds that this reallocation of funds within the tobacco settlement fund has impaired the ability of the healthy Hawaii initiative to adequately administer its programs.
The purpose of this Act is to restore full funding under the tobacco settlement funds to the healthy Hawaii initiative and to appropriate funds from the general fund to healthy start for the purchase of home visit services.
SECTION 2. Act 200, Session Laws of Hawaii 2003, is amended by amending section 24 to read as follows:
"SECTION 24. Provided that of the special fund appropriation for health resources administration (HTH 595), the sum of $5,336,023 or so much thereof as may be necessary for fiscal year 2003-2004, [and the sum of $5,247,667 or so much thereof as may be necessary for fiscal year 2004-2005,] shall be expended by the department of health to purchase healthy start home visit services as provided in section 328L-4(2), Hawaii Revised Statutes."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $5,247,667, or so much thereof as may be necessary for fiscal year 2004-2005, for healthy start home visit services.
SECTION 4. The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 5. Statutory material to be repealed is bracketed and stricken.
SECTION 6. This Act shall take effect on July 1, 2004.
