A BILL FOR AN ACT

 

RELATING TO SUBSTANCE ABUSE.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that substance abuse among students is not only highly detrimental to their academic performance students but presents a severe impediment to their overall physical, emotional, social, educational, and moral development as well. While substance abuse and treatment services are presently being provided through department of health alcohol and drug abuse division-funded (ADAD) programs at 30 high schools and 3 middle/intermediate schools, 15 high schools and 54 middle/intermediate schools have no such programs.

Those high schools with ADAD-funded treatment programs are Farrington, Kaimuki, Kalani, Roosevelt, Aiea, Leileihua, Mililani, Moanalua, Waialua, Campbell, Nanakuli, Pearl City, Waianae, Waipahu, Castle, Kahuku, Kailua, Kalaheo, Olomana, Konawaena, Kau, Pahoa, Waiakea, Baldwin, King Kekaulike, Lahainaluna, Maui, Lanai, Kapaa and Waimea. High schools without ADAD-funded programs include Anuenue, Kaiser, McKinley, Radford, Kapolei, Hilo, Honokaa, Keaau, Kealakehe, Kohala, Laupahoehoe, Hana, Molokai, Kauai and Niihau.

Middle/intermediate schools with ADAD-funded treatment programs are King, Samuel E. Kalama and Kapaa. No other middle/intermediate schools, and no elementary schools at all, have such programs.

The purpose of this Act is to provide additional funding to the department of health's alcohol and drug abuse division to support of substance abuse prevention and treatment programs in department of education schools without ADAD-funded programs.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1,980,000, or so much thereof as may be necessary for fiscal year 2004-2005, for the alcohol and drug abuse division of the department of health to support substance abuse and treatment programs in department of education schools still in need of substance abuse prevention and treatment programs.

SECTION 3. The sum appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2004.
