A BILL FOR AN ACT

 

relating to the environment.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 193, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§193-   Emergency environmental workforce. There is established the emergency environmental workforce to be attached to the research corporation of the University of Hawaii for administrative purposes. The environmental workforce shall:

(1) Employ individuals not subject to chapters 76 and 89; and

(2) Pursuant to and consistent with the State's invasive species policy as developed by the Hawaii invasive species council established in Act 85, Session Laws of Hawaii 2003, provide labor to assist the counties with preventing the introduction of, controlling, and eradicating invasive species throughout the State, including but not limited to miconia, coqui frogs, fire ants, and other invasive species populations."

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2004-2005 to fund the activities of the emergency environmental workforce.

The sum appropriated shall be expended by the research corporation of the University of Hawaii for the purposes of this Act.

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect on July 1, 2004.
