A BILL FOR AN ACT

 

RELATING TO THE IDENTIFICATION OF CARRIERS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Section 271-29, Hawaii Revised Statutes, is amended by adding subsection (b) to read as follows:

"§271-29 Identification of carriers.

(a) The public utilities commission is authorized, under such rules and regulations as it shall prescribe, to require the display of suitable identification number or numbers, upon any motor vehicle used in transportation subject to this chapter, and to provide for the issuance of numbers. Any substitution, transfer, or use of any identification number or numbers, except such as may be duly authorized by the commission, is prohibited and shall be unlawful.

(b) A taxicab shall be identified with a sign, (which may be a dome light sign) on the exterior body of the taxicab. If a dome light is displayed, the name of the individual or firm owning or operating the taxicab shall be shown on the front of the sign, and it shall be optional whether to also place the name and telephone number of the owner or operator on the rear of the sign.

(1) "Dome light" for purposes of this section, means a lighted or unlighted sign, which affixes to the exterior roof of a taxicab.

(2) Persons wishing to display a dome light as provided by this section shall submit the type, design and placement of the sign to the Director of Finance, who shall be responsible for approving the design and color of the dome light.

(3) The sign required by this section may be detachable, and the taxi cab driver may remove it when the taxi cab is not used for taxi cab purposes, or at the passenger for hire's request.

(A) If the sign is removed at the passenger for hire's request, the sign must be immediately replaced once the hired passenger has been dropped off at the requested destination.

SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.

SECTION 3. This act shall take effect upon its approval.
