A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. In 1996, the American Educational Research Association--the most prominent international professional organization for the advancement of educational research and its practical application--awarded its "Outstanding Book Award" to The Manufactured Crisis: Myths, Fraud, and the Attack on America's Public Schools. According to Professor David Berliner and Professor Bruce Biddle, authors of The Manufactured Crisis, "[s]ome of those who have accepted hostile myths about education have been genuinely worried about our schools, some have misunderstood evidence, some have been duped, and some have had other understandable reasons for their actions. But many of the myths seem also to have been told by powerful people who--despite their protestations--were pursuing a political agenda designed to weaken the nation’s public schools, redistribute support for those schools so that privileged students are favored over needy students, or even abolish those schools altogether. To this end they have been prepared to tell lies, suppress evidence, scapegoat educators, and sow endless confusion."

To paraphrase Professors Berliner and Biddle: in order to confront the real problems of American education, we must first destroy the myths created by the perpetrators of this "manufactured crisis". Only then can American education be restructured, improved, and strengthened.

The purpose of this Act is to appropriate funds for additional positions in the public affairs office of the department of education and the procurement of consultant services and goods in order to provide the public with timely, accurate information about public schools in Hawaii and public education in the United States.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $        , or so much thereof as may be necessary for fiscal year 2003-2004, and the sum of $        , or so much thereof as may be necessary for fiscal year 2004-2005, for:

(1) Three additional permanent positions in the public affairs office of the department of education:

(A) Two full-time equivalent (2.00 FTE) public relations specialists; and

(B) One full-time equivalent (1.00 FTE) clerk typist; and

(2) The procurement of necessary consultant services and goods.

SECTION 3. The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
