A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR THE twenty-third SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $          , or so much thereof as may be necessary, for fiscal year 2003-2004, for the following capital improvements in the twenty-third senatorial district:

1. Windward Community College

A. Design, construction, and equipment for site improvements for a new library/learning center. Project to include ground and site improvements, infrastructure, parking, and related appurtenances.

B. Two full-time exempt technician positions for Palileu Theater and the Imaginarium.

2. Kahuku

A. State's cost share of the Flood Control Feasibility Study to resolve flooding in Kahuku, review alternatives, and determine cost/benefits for alternatives. Feasibility study is to be conducted by the U.S. Army Corps of Engineers.

3. Heeia State Park

A. Construction to repair existing visitor's center, museum, and classroom and to provide for ADA compliance.

4. Kahana Valley

A. Development and implementation of a Master Plan for Kahana valley.

5. Waiahole

A. Repair and maintenance of the Waiahole water storage tank which has the capacity to hold 1,000,000 gallons of potable well water and is in need of repair as it currently leaks 75,000 gallons of potable well water per day.

6. Waiahole

A. Survey of five agricultural lots located at the Waiahole homestead valley road for the purpose of HCDCH to enter into long-term leases with farmers that currently hold revocable permits with HCDCH and are paying lease rent without having a valid lease agreement.

G. Design, plan, and construction of bus turnaround and shelter, student drop-off, and traffic safety devices. $350,000

a. Feasibility study and design and construction of a contraflow lane from Haiku road to Hui Iwa street/Valley of the Temples.

15. Kamehameha highway and Heeia state park, Heeia Kea boat harbor

a. Realign Kamehameha highway to improve sight distance and expand public accessibility to Heeia state park, Heeia Kea boat harbor, and surrounding city and county park lands.

16. Kamehameha Highway

a. Design and construction of pedestrian safety devices located at the beginning and end of each State and County park located along Kamehameha highway consisting of flashing yellow caution lights, signage indicating reduced speed limit from 35 mph to 25 mph, signage indicating "no passing zones," and highly visible crosswalks with rumble strips and signage indicating pedestrian crosswalk.

17. Kamehameha Highway Traffic Study

a. Traffic study and implementation of crosswalks for Kamehameha highway near appropriate bus stops from Kaneohe to Kawela Bay.

18. Windward Oahu Bypass Road Feasibility Study

a. Feasibility study for a bypass road located on Kamehameha highway within the vicinity of Kualoa beach park and Kawela Bay to intersect with either Kahikili highway, Likelike highway, Highway Three or Highway Two.

19. Campbell Estates Land Acquisition

a. Acquisition of 800 acres of land from Campbell Estate located in Kahuku, Hawaii, within the vicinity of the James B. Campbell Wildlife Refuge and is currently used for agricultural and/or aquaculutral purposes for the purpose of expanding the State's agricultural park located adjacent to the subject property.

G. Renovation of cafeteria and construction of stage in cafeteria. $450,000

H. Design , plan, and construction of Behavior Health Therapist classroom and office space. $150,000

I. Design, plan, and construction of a covered bus port and terminal. $85,000

SECTION 2. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations which are unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 3. For the purposes of this Act, the sums appropriated shall be expended as follows:

(1) Project 1 by the University of Hawaii;

(2) Projects 2, 3, 4, 5, 6, and 19 by the department of land and natural resources;

(3) Projects 7, 8, 9, 10, 20, 21, 22, 23, 24, 25, 26, and 27 by the department of accounting and general services; and

(4) Projects 11, 12, 13, 14, 15, 16, 17, and 18 by the department of transportation.

SECTION 4. This Act shall take effect on July 1, 2003.
