A BILL FOR AN ACT

 

relating to a film production/post production/hawaiian cultural and educational facility and warehouse within or near heeia state park.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the natural beauty of the Hawaiian islands has been showcased in many films and television programs. A particularly favorite area for film and television producers has been the Koolau mountains near Heeia state park, where many productions have taken place, including "Helldorado," "Jurassic Park 3," "Mighty Joe Young," "BayWatch The Movie," and the "Fantasy Island" television series.

The legislature finds that the area within or near Heeia state park is ideal to construct a multi-use film production/post production/Hawaiian cultural and educational facility and warehouse to educate the public and to preserve and perpetuate our cultural values, while fostering film and television production and post production in Hawaii. In addition to its cultural and education value, the legislature finds that the area is centrally located, and close to freeway access on the H3 freeway.

The purpose of this Act is to appropriate funds to conduct a feasibility study of a public/private collaboration to construct a multi-use film production/post production/Hawaiian cultural and educational facility and warehouse within or near Heeia state park.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2003-2004, to conduct a feasibility study of a public/private collaboration to construct a multi-use film production/post production/Hawaiian cultural and educational facility and warehouse within or near Heeia state park. The study shall be conducted by the department of business, economic development and tourism, in conjunction with the department of land and natural resources, the city and county of Honolulu, and appropriate private sector representatives. The feasibility study shall include but not be limited to:

(1) Projected beneficial and detrimental outcomes of such a facility;

(2) A recommendation on siting such a facility; and

(3) A cost estimate for the construction and operation of the facility.

SECTION 3. The sum appropriated shall be expended by the department of business, economic development and tourism for the purposes of this Act.

SECTION 4. The department of business, economic development, and tourism shall submit the results of the feasibility study authorized pursuant to this Act to the legislature no later than twenty days prior to the convening of the 2004 regular session.

SECTION 5. This Act shall take effect on July 1, 2003.
