A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR THE second SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $5,972,000, or so much thereof as may be necessary, for fiscal year 2003-2004, for the following capital improvements in the second senatorial district:

1. Department of Accounting and General Services Maintenance Baseyard, Hilo

Construction to replace outdated and cramped facilities.

Construction $3,727,000

Total funding $3,727,000

2. Kau Hawaiian Cultural Center

Construction by the county of Hawaii to expend in the aid of building a Hawaii cultural center.

Total funding $245,000

3. Waiakea Stream

Diversion of Waiakea stream to alleviate flooding.

Plans, design, and construction $1,000,000

Total funding $1,000,000

4. Pahoa Elementary School

Covered Play Court.

Design and construction $1,000,000

Total funding $1,000,000

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act; provided that:

(1) The sums appropriated in items 1 and 4 shall be expended by the department of accounting and general services; and

(2) The sums appropriated in items 2 and 3 shall be expended by the county of Hilo.

SECTION 4. This Act shall take effect on July 1, 2003.
