A BILL FOR AN ACT
MAKING AN APPROPRIATION FOR THE nineteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $304,334,000, or so much thereof as may be necessary, for fiscal year 2003-2004, for the following capital improvements in the nineteenth senatorial district:
1. Kaleiopuu Elementary School
A. Design and construction of emergency exit with ramp at rear of school.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act; provided that:
(1) The sums appropriated in items 1 through 7, and 9 through 12 shall be expended by the department of accounting and general services; and
(2) The sums appropriated in items 8, and 13 through 17 shall be expended by the department of transportation.
SECTION 3. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations which are unexpended or unencumbered as of June 30, 2006, shall lapse as of that date.
SECTION 4
. This Act shall take effect on July 1, 2003.
