A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR THE FOURTEENTH SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The purpose of this Act is to appropriate funds for various capital improvement projects in the fourteenth senatorial district.

SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $7,089,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2003-2004 for the purpose of capital improvement projects in the fourteenth senatorial district.

LIBRARIES:

1. Liliha Public Library

A. Reroofing. $500,000

B. Recarpet high traffic areas. $15,000

C. Replace circulation desk. $50,000

D. Repaint bathroom and children's area. $6,000

SCHOOLS:

1. Kauluwela Elementary

A. Phase I: Design new cafeteria to replace 119-year-old cafeteria building located next to freeway which is deteriorating, creating a potentially unsafe and hazardous condition. $40,000

B. Design and construct covered walkway between Buildings E & S. $10,000

3. Kawananakoa Middle School

A. Renovate/expand the 35-year-old music building, increasing classroom capacity, providing adequate rehearsal rooms and needed storage space for band and orchestra programs.

Construction $250,000

Total funding $300,000

B. Redesign and resurface parking lot to include speed bumps and painting stripes for the bottom half (top half done in summer 2000).

Design $18,500

C. Design and construct covered student lanai (patio) with security fence and install tables and chairs, to provide sheltered area for students to eat lunch during school or do homework before and after school.

D. Replace and upgrade electrical lighting and plumbing system, perform general repair and maintenance of auditorium, to enable community use of the auditorium facility.

4. Lanakila Elementary

A. Asbestos removal and

repairs to cafeteria. $150,000

B. Install playground equipment

with padded ground cover. $100,000

5. Likelike Elementary

A. Design and construct playground equipment for grades pre-K to 5. $120,000

B. Design and construct covered walkway around cafeteria. $35,000

C. Electrical upgrade. $250,000

D. Redesign parking lot to create a drop-off zone and add more stalls. $250,000

6. Maemae Elementary

Design and construct new library to be built on the second floor of the cafeteria. $2,500,000

7. Nuuanu Elementary School

A. Landscape hilly and sloping areas surrounding blacktop and include adequate drainage; repave blacktop; design and construct turn-around adjacent to covered gym, to provide a safe and level play and walk area for students and a designated turn-around adjacent to the covered gym.

B. Upgrade electrical system in school to provide adequate electrical power for school usage. $175,000

C. Install security screens for buildings G1, I, H, F, B, and E, to provide security for school equipment and supplies.

8. Pauoa School

Expansion of library for a media center; ground and site improvements; equipment and appurtenances.

9. Puuhale School

A. Design and construct covered walkway. $330,000

B. Design and install security screens for cafeteria. $165,000

C. Resurface Kanakanui street fronting school. $330,000

SECTION 3. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 4. The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2003.
