A BILL FOR AN ACT

 

relating to transportation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that traffic is a major concern in central Oahu. To alleviate worsening traffic congestion, the legislature needs to examine alternatives to facilitate traffic flow and encourage more commuters to use public transportation. Flyer stops--freeway bus stations that allow passengers to board buses at an area directly adjacent to the freeway--minimize bus travel time and may encourage greater use of Oahu's mass transit system.

The purpose of this Act is to require the department of transportation to study the feasibility of establishing flyer stops within the right-of-way of Oahu's H-2 freeway and connecting to a park-and-ride lot.

SECTION 2. (a) The department of transportation shall study the feasibility of establishing flyer stops within the right-of-way of Oahu's H-2 freeway and connecting to a park-and-ride lot. Specifically, the department shall:

(1) Examine flyer stop systems in other jurisdictions and determine the feasibility of adapting flyer stops to Oahu's H-2 freeway;

(2) Propose locations, routes, and schedules for the flyer stops and adjacent park-and-ride lot that will maximize bus ridership and revenue;

(3) Estimate the cost of establishing and operating the flyer stops and adjacent park-and-ride lot;

(4) Investigate the availability of federal or other funding available for the development or construction of the flyer stops and adjacent park-and-ride lot; and

(5) Address any other issues relating to the establishment and operation of the flyer stops and adjacent park-and ride lot.

(b) The department of transportation shall consult with appropriate transportation officials and community groups to obtain input on any proposals included in this study.

(c) The department of transportation shall report its findings and recommendations to the legislature no later than twenty days prior to the convening of the regular session of 2004.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2003-2004, for the department of transportation to study the feasibility of establishing flyer stops within the right-of-way of Oahu's H-2 freeway and connecting to a park-and-ride lot.

SECTION 3. The sum appropriated shall be expended by the department of transportation for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
