A BILL FOR AN ACT
relating TO capital improvement projects for the benefit of the seventh senatorial district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
Part I.
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $33,094,000, or so much thereof as may be necessary, for fiscal year 2003-2004, and the same sum, or so much thereof as may be necessary for fiscal year 2003-2004, is appropriated for the following capital improvement projects in the seventh senatorial district:
1. Antone "Kona" Vidinha Stadium Improvements $1,660,000
Plans, design, and construction of a
baseball field lighting and rubberized track.
2. Waimea High School, Kauai
New six classroom building.
Construction $2,250,000
3. Waimea High School, Kauai
Design, construction, equipment to improve the electrical system, bleachers and parking lot
Design $1,000
Construction $98,000
Equipment $1,000
Total funding $100,000
4. Waimea High School/District Swimming Pool
Restoration and renovation of a pool to meet department of health regulations.

meet water system standards requirements.

11. Waimea School Waterline Improvements $1,060,000
Installation of ductile iron waterline to
meet water system standards requirements.
12. Wainiha-Haena Water System – Storage Tank, Booster Pump Station, Connecting Pipeline and Appurtenances
100,000 gallon storage tank and pipeline system to provide adequate fire protection service for the Wainiha-Haena area.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the department of accounting and general services for the purposes of this Act.
Part II.
SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $7,691,000 or so much thereof as may be necessary, for fiscal year 2003-2004, and the same sum, or so much thereof as may be necessary for fiscal year 2003-2004, is appropriated for the following capital improvement projects in the seventh senatorial district; provided that county matching funds of not less than fifty percent of the total project costs shall be required prior to any expenditure of state funds:
1. Hanapepe Stadium Sports Complex $250,000
Relocation of little league field, parking, and irrigation of soccer field
2. New Kapaa Fire Station $250,000
The Kapaa district is much too large and densely populated for one station, especially with the remoteness and growth of the Wailua Homesteads area.
3. Drainage Master Plan $150,000
Kapaa/Wailua Area development of a detailed drainage masterplan to supplement the general plan; county matching funds required.
4. Lihue Sewer System $800,000
Rehabilitate anaerobic digester, upgrade Marriott pump and plant chlorination systems, implement odor controls for Kapaia pump station
5. Waimea Sewer System $425,000
Upgrade facilities plan and upgrade effluent quality for reuse
6. Wailua/Kapaa Sewer System $2,325,000
Relief sewer line to Wailua wastewater
treatment plant, Wailua system odor control
7. Hananpepe-Eleele Sewer System
Plans $575,000
8. Poipu-Koloa Sewer System
Plans $300,000
9. Auto Recycling Center, Puhi
Land Acquisition $500,000
10. Equipment and Vehicle Maintenance Shop, Puhi
Land and Construction $250,000
11. Kapaa Refuse Transfer Center
Site selection and planning $25,000
12. Poipu Beach Park

SECTION 4. The sums appropriated for the respective capital projects set forth in section 3 shall be expended by the county of Kauai for the purposes of this Act.
SECTION 5. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2006, shall lapse as of that date.
SECTION 6. This Act shall take effect on July 1, 2003.
