A BILL FOR AN ACT

 

Authorizing the issuance of general obligation bonds and making an appropriation for small boat harbor improvements.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The ocean recreation industry contributes to the diversification of the State's tourism industry through the creation of multiple, new niche markets. The industry also generates sizable revenues for the State in conjunction with national and international sports promotions, ocean activity products manufacturing and sales, and franchising and licensing of brands and intellectual properties.

The industry's annual revenues quadrupled between 1981 and 1990, and were projected at $748 million in 1995. Revenues were highest in the tour boats and cruise sector, with the tour boats subsector generating the highest rate of average annual revenue growth and realizing the greatest increase in gross revenues. Tour boats have diversified beyond dinner and sunset cruises to nearshore ocean sports activities offering snorkeling, diving, sailing, windsurfing, and jet skiing.

A strong harbor and waterfront infrastructure is critical to the continued growth and prosperity of Hawaii's ocean recreation industry. The legislature finds that improvements are needed to small boat harbors throughout the State to ensure that Hawaii's harbor facilities are able to support ocean recreation and other marine activities.

The purpose of this Act is to authorize bond issuances to fund small harbor boat improvements throughout the State.

SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $10,308,354, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2003-2004, and general obligation bonds in the sum of $10,509,184, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005,for improvements to the State's small boat harbors, as follows:

(2) Keehi Boat Harbor, Replacement of

(3) Kikiaola Small Boat Harbor Improvements $  500,000

(4) Kihei Boat Ramp, Replace Loading Docks $  400,000

(5) Ala Wai Small Boat Harbor, Replace

SECTION 3. The director of finance is authorized to issue reimbursable general obligation bonds in the sum of $5,485,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2003-2004 for improvements to the State's small boat harbors, as follows:

(1) Wailoa Small Boat Harbor Improvements $ 600,000

(2) Nawiliwili Small Boat Harbor Improvements $ 415,000

(3) Port Allen Small Boat Harbor Improvements $ 415,000

(4) Kikiaola Small Boat Harbor Entrance Road $ 250,000

(5) Manele Small Boat Harbor Improvements $ 350,000

(6) Maalaea Small Boat Harbor Improvements $ 400,000

(7) Kailua-Kona Wharf, Replace Concrete & Wide $ 505,000

(8) Kikiaola Small Boat Harbor,

Repair Wooden Pier $ 650,000

(9) Honokohau Small Boat Harbor Improvements $ 400,000

    (10) Waianae Small Boat Harbor Improvements      $1,500,000

SECTION 4. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that for fiscal year 2003-2004, all moneys from the appropriations unencumbered as of June 30, 2005, shall lapse as of that date, and for fiscal year 2004-2005, all moneys from the appropriations unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 5. The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 6. This Act shall take effect on July 1, 2003.
