A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR WAIMEA INTERMEDIATE SCHOOL.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. In recent years, the Waimea community on the island of Hawaii has experienced rapid urban development. This growth has significantly impacted the region's major public infrastructure, especially its educational facilities. Both Waimea intermediate school and Waimea elementary school have exceeded their enrollment capacities. Plans call for the department of Hawaiian home lands to construct over four hundred housing units in this region within the next five to seven years. In addition, over five hundred house lots in Waimea and Waikoloa will soon be added to the region's growing inventory.

To address this problem, parents, school administrators, and community leaders, with the participation of Kamehameha Schools and the department of education, have begun the process of changing Waimea intermediate school into a new century conversion charter school. They have determined that federal funds, through the "No Child Left Behind" Act, are available to help finance the construction of a state-of-the-art intermediate school.

The purpose of this Act is to provide matching State funds to construct a new Waimea intermediate school as a new century conversion charter school that will accommodate the planned growth in that region. Since Waimea elementary school and Waimea intermediate school are located on the same campus, the construction of a new intermediate school will allow for the expansion of the elementary school.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $30,000,000 or so much thereof as may be necessary for fiscal year 2003-2004 to construct a new Waimea intermediate school as a new century conversion charter school; provided that no funds shall be made available under this Act unless the federal government provides matching funds.

The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2003.
