A BILL FOR AN ACT
making an appropriation for the THIRD Senatorial District.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $ , or so much thereof as may be necessary, for fiscal year 2003-2004, for the following capital improvements in the third senatorial district:
1. Multi-purpose senior center, Kailua-Kona, Hawaii
Planning and design. $500,000
2. Kealakaa extension/proposed Kealakehe parkway extension, Hawaii
Planning and design. $2,000,000
3. Mamalahoa highway improvements, Hawaii
Planning and design. $1,000,000
4. Waikoloa Sidewalks, Hawaii
$250,000
5. Keakealaniwahine purchase, Hawaii
Buy out trust for public lands. $1,000,000
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2005, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act; provided that:
(1) The sums appropriated in items 1, 4, and 5 shall be expended by the county of Hawaii; and
(2) The sums appropriated in items 2 and 3 shall be expended by the state department of transportation.
SECTION 4. This Act shall take effect on July 1, 2003.
