A BILL FOR AN ACT

 

making an appropriation for a national korean war museum in hawaii.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the establishment of a national Korean War museum in Hawaii would be a significant positive asset for tourism and economic development. The museum would also render honor and esteem to the more than six million American heroes who sacrificed so much during the Korean War. The State of Hawaii had the highest percentage of casualties of any state in the union during that conflict.

The legislature further finds that during 2003, which marks both the centennial of Koreans coming to Hawaii and the fiftieth anniversary of start of the Korean War, starting a national Korean War memorial would add to the attraction of Hawaii as a destination for Korean and veteran tourists. The national museum would be a valuable place of study and learning, where future generations could learn the history of the sacrifices for freedom made by the Korean War heroes. It also would provide a place of solace where veterans could come for their unit reunions, among other things.

The purpose of this Act is to appropriate funds for the construction of a national Korean War memorial in Hawaii.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $20,000, or so much thereof as may be necessary for fiscal year 2003-2004, and the same sum, for the establishment of the national Korean War museum in Hawaii; provided that no funds shall be made available under this Act unless donations from the United States and Korean governments, corporations, and private citizens shall be combined to provide $2 in funding for every $1 of State funds.

SECTION 3. The sum appropriated shall be expended by the department of business, economic development and tourism for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
