A BILL FOR AN ACT

 

making an appropriation for the Kauai tropical fruit disinfestation facility.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that refurbishing and reopening the Kauai tropical fruit disinfestation facility, which has been closed for several years, and expanding it to include a full service community kitchen to support a broad range of food processing and product development would be a positive force in stimulating Kauai's economy. The disinfestation of papayas and other fruits increases the market potential for Kauai fruits, and community kitchens have proved successful nationally and on the islands of Hawaii and Oahu.

These kitchens serve as central collection and distribution points for agricultural products, training facilities, small-scale production centers, and stimuli for creative developments. The Kauai kitchen would serve the needs of both producers and buyers by providing a cooperative system of production focused on market demand and fair market value. The central location would allow for an effective marketing program that would enhance the viability of Kauai's agricultural products and encourage innovation and business leadership.

The legislature finds that the refurbishment, renovations, and development and implementation of the initial management system of the new Kauai agricultural products processing and distribution center would be conducted under the supervision of Kauai community college, in cooperation with the University of Hawaii's college of tropical agriculture and human resources. The center would provide coordination, management, and centralized marketing services for a variety of Kauai's farmers and gardeners, and serve buyers interested in Kauai agricultural products. The center would be a central collection and distribution point for small and large producers and would be cooperatively managed by producers and buyers for their mutual benefit.

The purpose of this Act is to appropriate funds for the renovation of the Kauai tropical fruit disinfestation facility, and to expand the facility to include a commercial, community kitchen to promote community economic development.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $100,000, or so much thereof as may be necessary for fiscal year 2003-2004, and the same sum, or so much thereof as may be necessary for fiscal year 2004-2005, for reopening and expanding the Kauai tropical fruit disinfestation facility; and the sum of $250,000, or so much thereof as may be necessary for fiscal year 2003-2004, and the same sum, or so much thereof as may be necessary for fiscal year 2004-2005, for opening a community shared-use kitchen.

SECTION 3. The sums appropriated shall be expended by the agribusiness development corporation for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
