Subjects all schools, except charter schools, to SCBM beginning with SY2006-2007.

A BILL FOR AN ACT

 

relating to School/community-based management.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Section 302A-101, Hawaii Revised Statutes, is amended by amending the definition of "school/community-based management system" to read as follows:

"School/community-based management system" means a method of educational management that [diffuses]:

(1) Diffuses educational decisionmaking to [involve or] secure the [input] support of [those persons directly] principals, teachers, support staff, parents, students, and other community members affected by [the decision] decisions to be made at the school level[,]; and [encourages]

(2) Encourages school-initiated methods for achieving educational goals established statewide by the board."

SECTION 2. Section 302A-1125, Hawaii Revised Statutes, is amended to read as follows:

"[[]§302A-1125[]] Educational objectives. (a) The board shall formulate such policy and exercise such control as may be necessary to define a common set of educational goals that the schools subject to the school/community-based management system shall be responsible for fulfilling. The board shall also be responsible for formulating standards for measuring the efforts of each participating school toward achieving those goals each year. The participating schools shall be free to use all reasonable means to accomplish those goals with the resources available to them.

(b) Beginning with school year 2004-2005, all elementary schools shall be subject to the school/community-based management system. Beginning with school year 2005-2006, all middle and intermediate schools shall be subject to the school/community-based management system. Beginning with school year 2006-2007, all high schools and multi-level schools shall be subject to the school/community-based management system.

(c) Subsection (b) shall not apply to new century charter schools and new century conversion charter schools."

SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
