A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR PLANS FOR He`eia Kea BEACH PARK.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. On the Windward side of O`ahu, beautiful beaches exist for the communities of Waimanalo, Kailua, and Kualoa, but not for the growing Kane`ohe community. The present Kane`ohe beach park is a small park fronting a mud and sand area. There is no local place for the residents of Kane`ohe to swim, surf, windsurf, and enjoy the ocean at their doorstep.

Years ago, before Kamehameha highway was constructed in its present position, there was a beach in Kane`ohe, north of He`eia state park, fronting He`eia Kea. The road was further inland, and there was space for a beach. If the State moved the road back inland, the State could recreate a beach park in this area, for Kane`ohe residents and others, to be called He`eia Kea beach park.

The purpose of this Act is to make an appropriation for planning for He`eia Kea beach park.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $         , or so much thereof as may be necessary for fiscal year 2003-2004, and the same sum, or so much thereof as may be necessary for fiscal year 2004-2005, for planning, designing, and construction for He`eia Kea beach park in Kane`ohe, O`ahu, including a study of the cost and impact of moving Kamehameha highway inland to accommodate the park.

SECTION 3. The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
