A BILL FOR AN ACT

 

making an appropriation for the hawaii island veterans memorial, inc.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds and declares that the issuance of general obligation bonds under this Act is in the public interest and for the public health, safety, and general welfare of the State.

The Hawaii Island Veterans Memorial, Inc. was formed on April 18, 1997, as a nonprofit corporation, specifically to plan, construct, and operate a combined veterans center and a fifty-unit veterans home in Hawaii county. The combined veterans center will provide counseling, readjustment, and medical treatment through the community-based outpatient clinic; and laboratory assistance, post-traumatic stress disorder consultation, recreational activities, and housing for homeless veterans. The goal is to provide a permanent, safe, and centralized location for these activities.

The project is to be built in three phases, with phase I consisting of building a fourteen thousand four hundred square foot combined veterans center that includes a seven thousand square foot counseling, readjustment, and community-based outpatient clinic, a meeting hall, offices for the Hawaii county office of veterans services, and a manager's office. Phase II consists of building an eight hundred sixty-four square foot maintenance building/garage with additional parking; a recreational area; gateball, volleyball, tennis, and basketball courts; and a picnic area. Phase III consists of the fifty-unit veterans home. Funding is requested for phases I and II only.

The purpose of this Act is to appropriate funds for a grant-in-aid to the Hawaii Island Veterans Memorial, Inc. to construct phases I and II of its project by authorizing the issuance of general obligation bonds.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary, and the same sum, or so much as may be necessary, is appropriated for fiscal year 2003-2004, for a grant-in-aid to the Hawaii Island Veterans Memorial, Inc. for plans, design and engineering, construction, and equipment for phases I and II of the combined veterans center project, as described in section I.

The general obligation bonds issued under this Act shall be issued pursuant to part I, chapter 39, Hawaii Revised Statutes, relating to the power to issue general obligation bonds.

The sum appropriated shall be expended by the county of Hawaii for the purposes of this Act.

SECTION 3. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations that are unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 4. This Act shall take effect on July 1, 2003.
