urging the department of education and the board of education to allow individual schools to establish and implement bottle redemption operations and to allow all funds collected from the bottle redemption operations to be fully administrated and expended by the executive administrator of that individual school.
WHEREAS, the legislature finds that the promotion of recycling in an effort to minimize the amount of trash taken to our landfills is an important issue; and
WHEREAS, educating children on the importance of recycling is integral to the success of recycling in general; and
WHEREAS, the legislature also finds that there is a pressing need for additional funds to address a long-standing backlog of school repair and maintenance, as well as a shortage of school supplies and textbooks; and
WHEREAS, the introduction and passage of a bottle bill provides opportunities for individual schools to educate children on the importance of recycling, and provides a funding mechanism for individual schools to address their individual needs related to school repair and maintenance, and school supplies and textbooks; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, that the House of Representatives urges the Department of Education and the Board of Education to allow and promote individual schools to establish and implement bottle redemption operations at their individual schools; and
BE IT FURTHER RESOLVED that the House of Representatives urges the Department of Education and the Board of Education to allow all funds collected from the bottle redemption operations to be fully administered and expended by the executive administrator of that individual school; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the superintendent of education, each member of the Board of Education, the principal of each public school, and the Governor.
