HOUSE RESOLUTION

 

REQUESTING the DEVELOPment of A JOINT IMPLEMENTATION PLAN FOR WASTE TREATMENT IN HONOKAA.

 

 

WHEREAS, the State of Hawaii is required to develop alternatives for all entities of gang cesspools and large capacity cesspools by April 5, 2005; and

WHEREAS, the community of Honokaa, Hawaii has identified many properties that must implement a non-cesspool alternative to waste treatment, including state properties under the Departments of Education, Human Services, Health, and Land and Natural Resources, and several county properties, including fire and police departments; and

WHEREAS, capital funds are being set aside to address this imminent concern by both the state and county governments; and

WHEREAS, the Hawaii Health Systems Corporation has excess capacity in the waste treatment facility development for the extended care facility and the health center in Honokaa; and

WHEREAS, the residents and businesses in Honokaa have expressed an interest in collaborating with the State and county to develop a community-wide solution to waste in Honokaa; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, that the Department of Health and County of Hawaii, in collaboration with other state agencies, county departments, and interested and affected residents of Honokaa, is requested to develop a joint implementation plan for waste treatment in Honokaa and examine the feasibility of utilizing the excess capacity of Hawaii Health Systems Corporation; and

 

BE IT FURTHER RESOLVED that the Department of Health and County of Hawaii are requested to report their findings, conclusions, and recommendations to the Legislature no later than 20 days prior to the convening of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Health, Mayor and Council Chair of the County of Hawaii, Director of Human Services, Director of Land and Natural Resources, Superintendent of Education, President of the Hawaii Health Systems Corporation, Chief of the Hawaii County Police Department, Chief of the Hawaii County Fire Department, and President of the Honokaa Business Association.
