HOUSE RESOLUTION

 

REQUESTING A STUDY ON THE FEASIBILITY OF ESTABLISHING A STATE COIN PROGRAM.

 

 

WHEREAS, commemorative coins are lasting works of art that are commissioned to document historical events for the education of future generations, honor our nation's heroes, or contribute to the preservation of our treasured natural resources; and

WHEREAS, commemorative coins are held in high value and eagerly sought by collectors or treasured as keepsakes, and can be sold to raise funds for capital improvement projects or other necessary programs; and

WHEREAS, commemorative coins have been used by various organizations and State agencies in Hawaii for these purposes; and

WHEREAS, commemorative coins are minted to high standards of quality and excellence, may be crafted in precious silver or gold, and may be designed to display the logo, seal, or slogan of the event or institution being commemorated; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, that the Legislative Reference Bureau is requested to study the feasibility of establishing a state coin program, including:

(1) Coin designs and compositions that may commemorate historic landmarks, popular tourist landmarks, or noteworthy past and present State citizens;

(2) Design and production in Hawaii;

(3) Coin packaging;

(4) Coin distribution policies and practices, including:

(a) Fundraising for state programs, schools, environmental protection, or historic preservation of state assets; and

(b) Retailing or wholesaling of coins, including pricing and bank participation as resellers;

and

(5) The benefits of such a program.

BE IT FURTHER RESOLVED that the Legislative Reference Bureau submit a report of its findings and recommendations including legislation no later than twenty days before the commencement of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the President of the Senate, the Speaker of the House, and the Acting Director of the Legislative Reference Bureau.
