HOUSE RESOLUTION

 

requesting the hawaii community development authority to work with the department of land and natural resources and cooperating PARTNERS to protect and enhance the kaneohe meadowland (he'eia wetlands).

 

 

WHEREAS, the Kaneohe meadowland, commonly called the He'eia wetlands, located north of Alaloa Street, is currently under the control of the Hawaii Community Development Authority (HCDA); and

WHEREAS, since these parcels do not have commercial development potential, HCDA would like to transfer the lands to the Department of Land and Natural Resources (DLNR) to be managed for their natural and cultural resources; and

WHEREAS, DLNR currently lacks the staff and resources to adequately plan for and manage the He'eia wetlands; and

WHEREAS, there have been long-standing efforts by the community to protect the He'eia wetlands from commercial development and have the wetlands managed as an integrated part of the ahupua'a of He'eia; and

WHEREAS, adjacent landowners including Kamehameha Schools, Honolulu Board of Water Supply, Division of Boating and Ocean Recreation of DLNR, and State Parks Division of DLNR have a common interest in ensuring that the He'eia wetlands are properly managed; and

WHEREAS, coordinating the management of the He'eia ahupua'a will help to preserve cultural and environmental resources, and will provide excellent educational opportunities for many residents of Oahu due to He'eia's proximity to Oahu's urban population; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, that HCDA is requested to work with DLNR, cooperating partners, and the local community to protect and enhance the Kaneohe meadowland (He'eia wetlands), as part of the He'eia ahupua'a; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Executive Director of HCDA, Chairperson of the Board of Land and Natural Resources, Chairperson of the Hawaiian Homes Commission, Chief Engineer of the Honolulu Board of Water Supply, Land Assets Division of the Kamehameha Schools, and Chairperson of the Kaneohe Neighborhood Board.
