HOUSE RESOLUTION

 

Honoring pearl harbor kai elementary school for the national certification of its primary school adjustment program.

 

 

WHEREAS, the Primary School Adjustment Program (PSAP) is a program established in every elementary school throughout the state as a part of the Department of Education's Comprehensive Student Support System (CSSS); and

WHEREAS, the purpose of PSAP is to assist students from kindergarten through third grade who may be having difficulty adjusting to school; and

WHEREAS, PSAP is a short-term program, lasting only a quarter or half-semester, and works through play activities; and

WHEREAS, the program has produced increases in student achievement and self-esteem and is based on a similar model in New York City; and

WHEREAS, Pearl Harbor Kai Elementary School decided to pursue national certification of their PSAP from the Children's Institute at the beginning of the 2002-2003 school year; and

WHEREAS, Pearl Harbor Kai Elementary School was awarded national certification in May of 2003, and is the first school in the State to receive this certification; and

WHEREAS, national certification of a PSAP is awarded based on achievement in key areas of the program, including, systematic screening and review of children in kindergarten through third grade selected for placement in the program, placement of children in a support program, administrative support, consistent supervision of a Child Aide at a school site, quantitative program evaluation on an annual basis, community support for the program, and active teacher and staff support at the site; and

WHEREAS, the Children's Institute praised Pearl Harbor Kai for its excellence in delivering PSAP services and congratulated them for a job well done; and

WHEREAS, their program is now a model for fellow schools in the State and joins other model programs throughout the nation; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, that this body congratulates and commends the counselors, child associates, faculty, and staff of the PSAP of Pearl Harbor Kai Elementary School for their first-in-the-State achievement and wishes them success in their future endeavors.
