HOUSE RESOLUTION

 

requesting the department of land and natural resources AND CITY & COUNTY OF HONOLULU to assist homeowners in preventing further erosion along heeia, keaahala/keolaa, kawa, and kaneohe streams on oahu.

 

 

WHEREAS, without erosion controls, heavy rains and flooding can cause major damage to property and threaten the safety of the public; and

WHEREAS, the erosion of the banks of the Heeia, Keaahala/Keolaa, Kawa, and Kaneohe streams on Oahu pose a threat to public health and to the safety and security of residents and properties along the streams; and

WHEREAS, privately-owned streams may be used for state purposes and require government funding to maintain the stream and protect the public health, safety, and welfare; and

WHEREAS, since the recent construction of the H-3, work done at the Windward State Hospital, and construction of a state housing project, there is a new watershed that drains Kahekili Highway, Keaahala Road, and the state housing project into Kehola stream, a private waterway, making Kehola stream a permanent drainage for the city, county, and state; and

WHEREAS, prudence and foresight require that the Department of Land and Natural Resources (DLNR) and the City & County of Honolulu:

(1) Assist in the prevention of further erosion; and

(2) Identify relevant sources of federal and state funding to repair and regrade the banks of such streams to prevent further erosion;

now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, that DLNR and City & County of Honolulu are requested to:

(1) Assist homeowners to prevent further erosion along Heeia, Keaahala/Keolaa, Kawa, and Kaneohe streams on Oahu; and

(2) Identify relevant sources of federal and state funding to repair and renovate the banks of such streams to prevent further erosion;

and

BE IT FURTHER RESOLVED that DLNR is requested to seek the assistance of the Army Corps of Engineers in its efforts; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and the Mayor of the City and County of Honolulu.
